Publication of an ED should be based on whether it is an improvement
(in terms of representing the group's current discussions) versus the
prior WD.  All WDs are "in flux", so that aspect is irrelevant.

Why don't you ask the WG if there are any objections to publishing
the current ED for both TPE (15 Jan) and TCS (16 Jan)?

My preference is for both to be published now, since they are both
better than the prior WDs.  Saying that the content is in flux is
a fine comment for the SOTD section.
