incomplete meeting records regarding rdftm-survey document transition

I am working on the transition request for RDFTM-Survey to Working Group
Note and am having difficulty locating the Working Group resolution confirming
this transition.

The agenda request was confirmed via Valentina's mail [1]

but the meeting record [2] of the subsequent teleconference (for which
I'd noted regrets due to a staff meeting conflict) does not include
discussion or a resolution to request the document transition.

that the decision was taken.

Is the record of the 28 November meeting incomplete or was
this agendum overlooked?
