NEW ISSUE: No XML Schema describes the elements defined in the specification

Description: Neither the current published working draft, nor the
editors draft defines an XML Schema description of the elements defined
in the specification.

Proposal: Add Appendix B to specification, defining the XML Schema for
the new elements in the specification.
