RE: [RIF] UCR: eBusiness Contract negotiation use case: changes proposed

I checked my notes form the F2F2.   On Monday afternoon a vote on that
use-case was taken and it was decided it to adopt it as it stood (with
new name).  So I am going to revert the text back to that version.

Having totally missed that I had an action to edit this use case (I
thought @ F2F2 we'd agreed that due to Allen's good work it needed no
further edits) I added some more detail, summary, and possible
real-life
examples that are representative. I've no idea if this is a forward
step: please judge!
