new Primer draft

Hey folks,

I'd like us to approve the new Primer draft for WG review by end of this
week, ideally at the meeting tomorrow.

I've taken all of your inputs (public and private), including some very
helpful notes from Shane, Michael, Manu, Ivan, Mark, and Bob DuCharme. I
don't think everyone will be pleased 100%, but know that I've done my
best to take your input while attempting not to fall into the trap of
committee-based writing that led to the previous version of the Primer.

On the one hand, I don't want to require prior RDF knowledge or to
explain so much of RDF that we lose the HTML audience (which is the
primary audience for this document.)

On the other hand, I wanted this to be enough that readers could
actually go out and write *some* parsable RDFa. It won't do for every
use case, which is why we have the Recipes on the Wiki, but it should be
enough to get you started. Thus, I don't think I could make it any simpler.

Please take 15-20 minutes (or more!) to read this today or tomorrow
before the call, and hopefully we can agree to send this to the WG for
approval. This is a Note, so it doesn't need to be held to quite the
same standard as the Syntax (since it can be iterated more often), but
we do want this to be the last version we send to the WG.

(I'll freeze the URL as soon as we agree it's ready for WG review.)
