Colleagues:

This is a Call for Consensus (CfC) to the Protocols and Formats Working
Group (PFWG) to approve publication of the document "Transcript in HTML"
as a W3C Note:

While the HTML-A11Y Task Force desires this specification to become a
W3C recommendation at some time in the future, the several working
groups with ownership of this specification are under reorganization in
W3C, and it is unclear at this time which existing or new working group
will take on future development of this specification. As we do not wish
to leave this document as merely an editor's draft, we have determined
the most prudent course of action is to park the specification in a W3C
Note for the time being.

Discussion of this approach and the decision to move forward on this
path is recorded in the HTML-A11Y Task Force minutes from 10 September
last at:

ACTION TO TAKE

According to agreed PFWG Consensus Procedures, this CfC is now open for
objection, comment, as well as statements of support via email. Silence
will be interpreted as support, though messages of support are certainly
welcome.

If you object to this proposed action, or have comments concerning this
proposal, please respond by replying on list to this message no later
than 23:59 (Midnight) Boston Time, Tuesday 22 September.

Note that concurrent calls for consensus will be ongoing for the Task
Force and for the HTML Working Group as agreed in the Task Force
Consensus Procedures[1].
