minutes of August 4 meeting

I wish i would not be the scribe in the futur, because it is very hard 
to both chair a meeting and scribe at the same time.
It is pretty easy to scribe, and the requirements is just that you are 
on irc. I will work on a solution for those we can only use a web 
browser from their office.
