References to Requirements for Localizable DTD Design

I noticed that the ITS spec contains no reference to Requirements for Localizable DTD Design [http://rishida.net/localizable-dtds/].  

I seem to remember that Yves and I had agreed that it should be there (and vaguely remember that it was there once) to provide continuity for people who were familiar with that document, but I also think it should be mentioned just because it is the original source of many of these ideas. (I realised it was missing while editing the BP doc, when I came across some text that had actually been pretty much lifted from the document and wanted to quickly find a link to the original).  

Why is there no link to this document?

Looking further, I see no mention of it in the Requirements doc or the BP doc either.
