Please review: CSS vs Markup FAQ rewrite

Chaps,

In response to an email from Elika Eternad [1] I revised (largely rewrote) the FAQ CSS vs. markup for bidi support [2].  

I think the previous version of the FAQ [3] actually does say what Elika wanted, but not terribly clearly.

Please take a look at the proposed new version asap and tell me whether you think it is clear.
