IE and supplementary characters

Hi Russ,

What's the deal with supplementary character support in IE?  Does it work?

This file works fine in Firefox and Opera, given that I have a font on my system that supports Deseret, but doesn't work in IE.  I have set no font styling.  The file is in utf-8.
