Based on this request, and Steve's updated Change Proposal at <http://www.w3.org/html/wg/wiki/ChangeProposals/notitlev2>, the Chairs hereby grant the request to reopen ISSUE-80 Title. In particular, the following was found to be new information that may have materially affected the decision, at least in the absence of rebuttal or additional information: - "Most Graphical browsers do not display title text when images are not displayed"; consequently title cannot fulfill one of the purposes of alt, which is to provide a textual equivalent in non-accessibility-related contexts where the image is not available. <http://www.w3.org/html/wg/wiki/ChangeProposals/notitlev2#New_information:_Most_Graphical_browsers_do_not_display_title_text_when_images_are_not_displayed> The following points may be found to be material new information given more detail and discussion at a later time: - "Browsers on mobile platforms do not display title attribute content" <http://www.w3.org/html/wg/wiki/ChangeProposals/notitlev2#Browsers_on_mobile_platforms_do_not_display_title_attribute_content> - "New information: title attribute semantics and usage is ambiguous" <http://www.w3.org/html/wg/wiki/ChangeProposals/notitlev2#New_information:_title_attribute_semantics_and_usage_is_ambiguous> Therefore, ISSUE-80 is now reopened: <https://www.w3.org/html/wg/tracker/issues/80>.
