Re: Request to Reconsider ISSUE-80 Decision

Based on this request, and Steve's updated Change Proposal at <http://www.w3.org/html/wg/wiki/ChangeProposals/notitlev2>, the Chairs hereby grant the request to reopen ISSUE-80 Title.

In particular, the following was found to be new information that may have materially affected the decision, at least in the absence of rebuttal or additional information:
- "Most Graphical browsers do not display title text when images are not displayed"; consequently title cannot fulfill one of the purposes of alt, which is to provide a textual equivalent in non-accessibility-related contexts where the image is not available.

The following points may be found to be material new information given more detail and discussion at a later time:
