Mozilla won't change before HTML 5 changes, and WebKit probably won't 
change before Mozilla changes, so it really depends on what the WG 
decides on. Currently there's a 50:50 chance for either decision.

Obviously I'd prefer the decision to make this doctype trigger no-quirks 
mode.
