Wild... I didn't realize the charter had been changed
since v 1.21 that was ratified 7 March 2008. Changes before
that are an administrative detail, like backups of
working papers. But changes since then should certainly
be shared with the WG.

The process for substantive changes to the charter involves
a 4 week review by the representatives of the W3C membership.

We have done none of those in this WG.

The most recent change was clearly editorial. CVS says
Mike "added some IDs".

(Mike, I doubt this change was worth the trouble; it
suggests charters are less stable than I'd like.)

The change before that was (a) to add a link to the
homepage and (b) to clean up some wording about XHTML.
Again, if it were up to me, I wouldn't have touched it.
