RE: lang and RFC3066

Yes, please point to BCP 47. It is intended to be an unchanging reference, unlike the RFC numbers.  (Note that a successor to RFC 4646 is likely to appear soon - the RFC will have a completely different number, but the spec can still be referred to as BCP 47.)
