Extensions to the <base> element

With regards to previously mentioned restrictions to the BASE element,

wouldn't it be better if it is extended to have a local and global 
function.
For example, the current functions it has in the HEAD area remains the 
same.

However, it can be extended so that you can use it within a DIV element 
and the BASE would only apply to link elements within the particular DIV.
This is to allow for implementation of links in a DIV which points to 
entirely different URI.
