I develop them on my server (where they're web-visible, so I can test
them in different browsers on different computers) and then push them
to the W3C server.  I mistakenly gave the wrong link in my e-mail
requesting review, but http://aryeh.name/tests-root/ is a clone of
http://dvcs.w3.org/hg/html/, so the content is the same.
