When setting HTMLMediaElement.currentTime to the same time as the current
playback position, i.e., the current value of currentTime, then the operation
should succeed (without exception) immediately, and without attempting to
access media resource.
That is, performing
media.currentTime = media.currentTime
should always succeed, and should not cause a seek task to be queued.
