[Bug 13423] Remove the Editing APIs section. It's extremely incomplete and contradicts my editing spec on a lot of points, so it will confuse implementers.

Actually, not quite.

The issue is less separating the Editing API out of the HTML5 spec, and more
about where the separated spec will live. 

I really don't think this is a decision that the HTML5 editor can make
unilaterally.
