ISSUE-201: Provide canvas location and hit testing capability to fallback content
http://dev.w3.org/html5/status/issue-status.html#ISSUE-201

We now have two changes proposals for ISSUE-201. The Chairs will be reviewing these change proposals in the near future.

But we want to notify the WG that we will NOT be taking any other action on ISSUE-201 (such as going to a survey) until after the May F2F meeting since we have received an explicit request to have this issue discussed at the F2F meeting.
