HTML-A11Y Task Force Recommendation: ISSUE-30, longdesc

The following consensus recommendation of the HTML A11Y Task Force (with objections ) is
hereby referred to the HTML Working Group pursuant to the Task Force
consensus procedures at:
http://www.w3.org/WAI/PF/HTML/consensus-procedures.html

Recommendation: ISSUE-30 longdesc

RESOLUTION: While the HTML-A11Y Task Force prefers the proposal that
restores longdesc without warning we are prepared to accept the
alternative proposal at
http://www.w3.org/html/wg/wiki/ChangeProposals/LongdescConformingWithWarning
to produce a warning (assuming we can agree to warning text)

Final Vote:	19 voted "Yes"
		 6 voted "No"

76% of Task Force members voting on this resolution
voted to support it.
