ISSUE-1 (cookbook-loc): Where should the BP cookbook go? [Best Practices for Publishing Linked Data]

Currently, the BP Cookbook is part of the BP document [1], however, it should be separated out as a Working Group Note, or website, rather than a Recommendation. It may, instead, become part of the Community Directory site. The WG should decide what to do with it and how it is referenced (if at all) from the BP document.
