I certainly hope that the National Geospatial - Intelligence Agency is able to insert some sort of science into issues such as these:

While there is not much difference between "last March" and "this March" for a given locale, there is a substantial difference between "March" at 
different locales.  Not only in weather, but in reasonably predictable sunlight.
