Updated SysInfo

I have updated SysInfo spec as:
   1) per action 183 - drop connections[] and activeConnection, move to activeConnections[] and define  clearly what "active" means -- due 2010-06-09 -- OPEN

   2) PROPOSED RESOLUTION: drop operatorName, apn, mcc, mnc from SysInfo, revisit an Extended spec later.


I am still having problem with updating the figure "properties.odg". OpenOffice would not open it and said "corrupted file". Anyone else have any luck open this figure.
