This is one of the most-fundamental issues that face the working group at
this time.  I think that the working group should be devoting a large
portion of its time to resolving this issue.

It is unfortunately hard to push towards to a resolution of this issue now,
as there is evidence that a new proposal is coming along.  However, nothing
has been produced as of yet, so I think that a time at which the
determination of which way to to is made should now be determined.
