I would say that before minutes are approved, any good-faith edits are
encouraged and appreciated. After they are approved, the person
editing should probably ask themselves if a change they are making is
substantial (e.g. adding a resolution that didn't make it into the
minutes) and if so, send mail to the WG documenting the change.
