Looks almost good, but I've got three comments:

1. Why do you use Latin letters for U+2014? It's ok if it has good reasons to do so, but I just wonder.
2. "inseparable" are defined as "breaks between", not "breaks before". You should use &#x2025;&#x2025; for instance and see the break opportunity between the two.
3. I'm going to fix "inseparable characters" as in the mail to www-style[1]

Sorry, this was my mistake.
U+FF5E and U+FF1D should be replaced with U+301C (〜, WAVE DASH) and
U+30A0 (=, KATAKANA-HIRAGANA DOUBLE HYPHEN) respectively in order to
correct errors.

No, this was my mistake as mentioned above..

I understand that "!" (EXCLAMATION MARK) and ":" (COLON) are not breakable regardless of the property.
