Oops, I meant public-css-testsuite@w3.org. (I don't see your e-mail there, 
though, have you subscribed to that list?)

Indeed, that seems like an oversight. It would be good to have this 
mentioned explicitly (that user agents shouldn't have minimum font size 
settings enabled when running the test suite).
