Under the CLA [1] patent holders can limit the scope of use of their patents (see 12.8.3).

Thus:

 * You make a commitment that is really aimed at _the specification produced by the CG_
 * You can license your patent claims differently in other contexts.

Note that the essential claims terms are the same as for the W3C Patent Policy. We have a document that may be useful to explaining the protections available through these terms. See:
