Comment (Including rationale for any proposed change):
I think there is a need of a definition and example of what you mean behind technical terms.

Furthermore, it need another exception for word who can be read in the language of context without any lost. For example \"podcast\" can perfectly be read by french screen reader. Sometimes this exception is covering the case of technical terms
