[AC] alternative name for "except"

Hi,

Some proposals:

  (1) allow / exclude
  (2) allow / unless
  (3) allow / deny
  (4) allow / restrain
  (5) allow / allow-not
  (6) allow / refuse

Since the second name of the options above lists exclusions (a match  
against any of its values doesn't necessarily mean that access is denied)  
number 3 and 6 are potentially confusing.

I think I'll go for 1 as it seems to be closest to "except" except that it  
doesn't sound like "accept".
