[XBL] -xbl-binding property name

Hi.

This is a last call comment on the XBL 2 Editor’s Draft (dated 27
October 2006).

The -xbl-binding property is pretty ugly.  I suggest it be changed to
something like binding, or xbl-binding.  If that requires liaison with
the CSS WG for coordination of property names, so be it.
