[XBL] Attribute forwarding when it already exists

Hi.

This is a last call comment on the XBL 2 Editor’s Draft (dated 27
October 2006).

It should be defined what happens if a forwarded attribute already
exists on the shadow content element.  Also, what happens if that
attribute is modified or removed.
