XML encoding declaration.

The boolean add-xml-decl configuration option doesn't include the encoding
declaration.

I get : <?xml version="1.0" ?> and I want : <?xml version="1.0"
encoding="utf-8" ?> .

 How can I trigger the encoding declaration ?
