[bug] implicite closing of head broken

Hi,

Using our 14h April code base, this valid input document

<!DOCTYPE html PUBLIC "-//IETF//DTD HTML 2.0//EN">
<title></title>
<p>

produces this false warning message:

line 3 column 1 - Warning: <p> isn't allowed in <head> elements

This must not happen and the 04 Aug 2000 version got this right, so we
must have somehow broken something (IMO not too long ago).

I don't have web access weekdays, so I cannot enter this in the
Sourceforge bug tracker, sorry for the inconvenience.
