Re: [dxwg] versioning and resource status (#1238)

sorry, last answer got cut short.... the discussion on versioning then
brought us onto workflow.  That's a bit like 'status' but it is slightly
different.  I wonder if we need to separate them in some way?  E.g. I can
have a draft that is in preparation, or a draft that is completed.  So
perhaps there needs to be some property, say 'workflowStage' that takes as
its object a concept or category
