Hello, both XSL 1.0 and 1.1 contain the following note in section 6.4.11 <http://www.w3.org/TR/2003/WD-xsl11-20031217/#fo_conditional-page-master-reference> "If any page-master referenced from a conditional-page-master-reference with blank-or-not-blank="true" provides a region in which to put fo:flow content, no content is put in that region."
