It should thus not be part of the list of FOs in %block; that lists those that generate block-areas. To use fo:basic-link as a block-level object it needs to be wrapped in an fo:block - (see note in 6.9.2). --- Please Reply (cc-ing xsl-editors@w3.org) if you wish to make an objection to our resolution.
