Editorial suggestion

It would be much more convenient if the tables of contents at the top of
each section of the XSL spec went down to the level 3 heads. That is, if
they were as detailed as the main TOC at the beginning of the document.
It's sometimes hard to locate the details for a particular object like
fo:flow or property like region-name.
