Any sense in XSL-fo?

Any sense in XSL-fo? 
In my mind it would be much more reasonable to develop CSS3 to satisfy the
examiners of XSL, XML and (X)HTML. CSS have corresponding features as
XSL-fo elements like<fo:block> etc. and attributes. XSL-fo divides the page
desing unnecessary into two streams.
