Issue(Unicode3.0-15-level-limit) in section 7.19.5, "unicode-bidi", of WD-xsl-20000112 states: In Unicode 3.0, the Unicode Consortium has removed the 15-level limit on embedding. The limit has been increased to 61, not removed (although it is not expected that anyone will ever need 61 levels).
