Dear XSL editors, In the XSLT WD of 21 Apr 1999 section 4.1 states, that the root node "has a single child which is the element node for the document element of the document". What about other parts of the document, such as comments and processing instructions in the prolog? I would expect these to be separate children of the root node. Or are they completely omitted (why?). What about the XML declaration?
