This is an apparent typo under "vertical" in section 5.13.1.1 of the 21
April 99 Draft.  Says horizontal vs. vertical.

5.13.1.1 Allowed Values
...
vertical : 
The orientation of the rule is horizontal (ignores writing-mode).
