Repository migration

Hello,

I’ve started migrating the XProc repositories over to Codeberg. The specification repository holds the core specification, steps, and grammar files that were previously split over three repositories.

I’ve left the test-suite repository separate, but that’s been ported over as well.

I’ve migrated the open issues across and, in the case of the specification repository, I’ve updated the build script so that it will build the specifications. (Not well, not without formatting glitches, but at least it passes as a smoke test.)

There’s no build automation yet, I’ll work on sorting that out next.

We’re probably in for a (hopefully) short, rocky patch, but if you’re interested in participating, please move over to https://codeberg.org/XProc
