Mostly for the same reasons as Maven Central:
https://central.sonatype.org/publish/requirements/immutability/
If the code is bundled up and shipped in different products, users should have confidence that it’s “the same”. And will always be “the same.”

The lack of test suites on EXProc.org is a glaring omission that I hope to fix. Hours in the day, man, hours in the day.
