Does
wrapper="Q{{http://www.w3.org/1999/xhtml}}div"
do what you want?
Again just suggesting what I would try, I am afraid I have no experience
getting it to work with XProc 3, if you don't want to rely on my
guessing and trying wait for the pros like Norm or Achim or Erik to answer.
