Logo source is available at 
https://github.com/xproc/3.0-specification/blob/master/src/homepage/homepage/xproc-fish.svg

There is no LICENSE file in this repo. But as it is a W3 community group 
work, it should be licensed under 
https://www.w3.org/copyright/software-license-2023/

But there is a Copyright in svg file, to Bethan Tovey. AFAIK, she is 
registered to this mailing list.

So, you should be allowed to copy XProc logo to wikimedia, as long as 
Bethan allows you to, and you respect W3 license.
