We need to check back with the XProc implementation you use to see
whether it supports the Unicode collation (attribute numeric) I have
tried to use.
I know this works with XPath and Saxon, not sure about the XPath
implementations in XProc processors.
Of course you can try the function argument of fn:sort as already suggested
