Republished the “1.1” spec

Hi folks,

I believe I have wrestled the 1.1 spec into something that resembles
shape. I’d appreciate it if someone (Henry?) would go through and see
if the draft published really does contain all of the proposals we
crafted.

I did my best, but it’s possible that some slipped through the cracks.

Like xproc.org and exproc.org, this one’s now being built by Travis CI
automatically.

The build for this spec was never really intended for public
consumption. Observe how the sausage is made! (I did create a bug to
track cleaning up some outstanding defects.)
