XML equivalent of Tower.js / Ruby on Rails

So I’ve always wanted a framework to quickly generate a skeletal website based on an XML toolchain.  

Although some setups (like Exist XML DB) provide the functionality, it’s waaaay too complicated.  I want something simple enough to get started with one or two commands in bash.

Is there something like this out there?
