Discrepancy regarding parameter inputs

Hello,

according to the spec (5.1.2), the declaration of a parameter input looks like the following:

port = NCName

sequence? = boolean

primary? = boolean

kind = "parameter">

(p:empty |

(p:document |

p:inline)+)?

</p:input>
i.e. connections ARE allowed on the declaration.

Further in that chapter, it says:
It is a
static
error(err:XS0035) if the declaration of a parameter
input port contains a connection; parameter input port declarations
must be empty.

Which one is true?
